Subject: [PATCH] feat: re-export OperationRegistryBuilder from crate root

Downstream crates can now use
instead of the full path .

Verification:
- 542 tests, 0 failed
- cargo clippy --all-targets -- -D warnings: clean
- cargo fmt --check: clean
