Review 013 [critical]: a chunk routed in the adopt_channel
install->drain window overtakes earlier-parked early arrivals,
misordering the reassembled byte stream (and, combined with the
EARLY_ARRIVAL_CAP overflow branch, can drop chunks) on a freshly
adopted channel. Diagnosed downstream: alkgit's wave-2 gate caught its
channels open-op test flaking under load and traced both observed
desync shapes (mid-advertisement 'fetc' after 0 lines, '00ev' after 1)
to the window. Includes the fix-shape sketch (per-channel ordered
mailbox recommended), the chunk-granularity regression gate, and the
downstream re-verification requirement. The ordering half of review
006 E-04's adopt-race family; alkgit carries no workaround by design.
